Construction Recovery Plan and Accord

Driving transformation through the Scottish construction and built environment ecosystem

Following the Recovery Plan, The Construction Accord was launched in Autumn of 2022 as the result of a deepening collaboration between key stakeholders in the Scottish Government-chaired Construction Leadership Forum (CLF). The Accord outlines the commitment government, industry, the public sector and other agencies make to work together on a shared vision for the construction and related industries in Scotland.


This shared vision is built on a series of firm foundations, which include the Review of Scottish Public Sector Procurement in Construction (2013), Construction Scotland’s Industry Strategy
(2019-2022), the conclusions and recommendations of the Infrastructure Commission for Scotland and the conclusions of the Scottish Construction Industry Recovery Plan which is taking forward actions in a number of these areas.

 

Through input to the Accord BE-ST acts as a critical bridge between collective industry and public sector demand, and the technical responses required from Scotland’s rich academic expertise and capability.

 

BE-ST supports the necessary transformation of the sector in key areas including: net zero, productivity, quality, policy and standards, procurement and pipeline, availability of skills, digital transformation, development of manufacturing and local supply chains, quality of the work environment, development of leadership, culture, equity and inclusion.

 

The vehicle for this necessary evolution is the Transformation Plan (TP), delivered through ten sub-groups - Procurement, Pipeline, Quality, Fair Work, Skills, Supply Chain, Modern Methods of Construction, Digital, Data, and Net Zero.

 

  • Co-creating the Transformation Plan (TP) by linking with academic and other stakeholder expertise
  • Co-chairing of three TP sub-groups: Net Zero, Digital, Data Development of the Scottish Construction Data Dashboard Implementation of the National Construction Equity & Inclusion Plan
  • Leading on supply chain work such as the Supply Chain Development Report, Scaling up Manufacturing webinar with NMIS and Increasing Timber in Construction supply chain report
  • Leading on or input to various digital projects: Digital Strategy for SMEs,Tech Navigator, Digital Strategy Workshops and Evidence Base
  • Leading on, or input to, various skills and training initiatives including: CPD courses, Guide to Training Courses for construction, BE Covid Smart, Skills Supply & Demand Report, Skills Ecosystem Mapping, National Skills Academy Appraisal
  • Creation and dissemination of Local Value Add Case Studies
  • Input to the CLF’s international knowledge exchange programme
  • Lead of the industry engagement and communications work for the CLF
